Use
these concepts outlined below to discuss with elected officials the
necessary public policy changes which will improve the quality of
life for public workers in West Virginia. These policy objectives
are democratically agreed to by the members of the West Virginia
Public Workers Union, UE Local 170. Ask your state
representatives, your Delegates and Senators, to sponsor legislation
to meet these policy objectives and to vote for Public Workers on
these issues. Ask your candidates for office where they stand on
these issues prior to November. These policy objectives are
developed and designed as a tool for people to use to help
communicate these ideas to the elected officials in West Virginia.
1)
Public Workers in West Virginia call for an annual cost of living
raise based on the actual rate of inflation. Retired public
employees should have a corresponding cost of living increase for
all retiree pension benefit plans.
2)
Public Workers in West Virginia call for the establishment of
patient to staff ratio case load standards for all offices of public
employment. In order to maintain employee and public safety in
all state health care, health and human resource, and in all public
safety offices, adequate staff levels shall be employed and
maintained to ensure employee and patient health, safety and well
being.
3)
Public Workers support allowing employee flex time work week
schedules, such as a 4 day week with ten hour days, provided
that adequate and appropriate staff levels are maintained to ensure
client and employee safety and employee benefit utilization.
Provided further that Full Time Employees shall not be denied any
right or benefit due to accepting a flex schedule.
4)
Public Workers in West Virginia call for a minimum living wage in
this state of not less than $10.00 per hour or $20,000 per year.
This annual salary was determined to be the amount necessary to
survive on as set by the 2008 State Legislature for their part time
work.
5)
Public Workers in West Virginia call for all state agencies to be in
compliance with the personnel laws of the state. Lawful compliance
by agencies and departments, includes, but is not limited to:
compliance with the annual increment pay for longevity of service;
compliance will all provisions of the grievance rights of public
employees, such as the Weingarten Right to have representatives in
predetermination meetings; the right to have witnesses in grievance
hearings; and, for the enforcement of disciplinary action against
employers who have repeated violations of these employee rights.
6)
Public Workers in West Virginia call for collective bargaining
rights for all state workers.
7)
Public Workers in West Virginia call for a moratorium on all
privatization plans related to the delivery of public services.
Privatization results in higher costs to the taxpayer, reduced
quality of services and a depreciating quality of life in our
communities. Stop Privatization. 8) Issues not
discussed above should be brought to the attention of your UE Shop
Steward or to any member of the UE Local 170 Executive Committee.
